Daylight saving time 2026: Will clocks change this year?

Congress is talking permanent change again, but clocks are still set to fall back this fall.

Yes, daylight saving time will end as scheduled this year. Clocks fall back one hour at 2 a.m. local time on Sunday, Nov. 1, moving to 1 a.m. and marking the return to standard time. The shift hands most Americans an extra hour of sleep and pushes sunrise and sunset earlier through the winter months. Under current federal law, daylight saving time runs from the second Sunday in March through the first Sunday in November, and that schedule stays in place unless Congress acts before autumn.

Is daylight saving time becoming permanent

Not yet, and possibly not this year either. The House passed the Sunshine Protection Act on July 14, a bill that would end the twice yearly clock change and lock the country into daylight saving time year round. The measure now sits with the Senate, where it faces real resistance.

Senate Majority Leader John Thune has questioned whether the chamber has the votes to pass it, and several senators along with outside policy experts have flagged a specific worry, that permanent daylight saving time would mean noticeably darker winter mornings, particularly across northern states, with children in some regions heading to school before sunrise for weeks at a time.

What has President Trump said about it

President Trump has voiced public support for the Sunshine Protection Act and has been personally reaching out to lawmakers to push it forward, saying he hopes the Senate will get behind the bill. That backing has not been enough on its own to move the legislation. The Senate operates independently on timing, and leadership there has so far stopped short of committing to a vote.

Why has nothing changed after all these years

The short answer is that Congress has never finished the job. The Sunshine Protection Act first cleared the Senate back in 2022, only to stall before reaching a final vote in the House. That pattern, momentum in one chamber followed by a stall in the other, has repeated itself in various forms for years. Meanwhile public appetite for ending the clock switch has been building.

Earlier polling found a majority of Americans in favor of scrapping the twice yearly change altogether, though opinion splits on whether standard time or daylight saving time should be the permanent choice. Sleep researchers have generally leaned toward standard time as the healthier option, pointing to disrupted circadian rhythms and, in the case of the spring change specifically, upticks in heart attacks and car crashes tied to lost sleep.

Where did daylight saving time even come from

The practice dates back to 1918, when it was adopted as a wartime fuel saving measure during World War I. It later became formal federal law under the Uniform Time Act of 1966, which set the framework states still operate under today.

Does every state observe daylight saving time

No. Hawaii, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands and most of Arizona all stay on standard time year round and skip the seasonal switch entirely. Every other state continues to follow the twice yearly change for now.

So what happens this November

Absent new legislation, the routine continues. Most Americans should plan to set clocks back an hour before bed on Saturday, Oct. 31, or let phones and other connected devices adjust automatically overnight into Nov. 1. Congress could still act, but with the Senate showing no urgency, the clock change remains the law of the land for at least one more year.
