NFL Commissioner Roger Goodell said Wednesday that the league is reviewing San Francisco 49ers owner Jed York under its personal conduct policy following his arrest and misdemeanor plea in Ohio, with the outcome to be disclosed when a determination is made.

Goodell made the statement at owners’ meetings in Atlanta, saying the matter is being reviewed and that the league will report its findings when there is something to share.

York was arrested Sunday at a mobile home park in East Palestine, Ohio, by the Mahoning Valley Human Trafficking Task Force after police said he had responded to an undercover online advertisement offering sex in exchange for money. Police bodycam footage obtained by media outlets showed officers approaching York’s SUV and asking him what he was doing. He told them he was just driving and said he was not meeting anyone before being placed in handcuffs and taken to a police cruiser.

He was booked into jail and released after posting a $5,000 bond. Prosecutors initially charged him with engaging in prostitution and possessing criminal tools. The prostitution charge was amended to disorderly conduct as part of a plea agreement. York pleaded no contest to both charges Monday, was sentenced to one day in jail on each count with time served and was fined $1,150. The $160 that police seized from him was transferred to the human trafficking task force as part of the plea. He also completed an online course.

How the conduct policy applies to owners

The NFL’s personal conduct policy applies to all league personnel, including owners. York is not the first owner to face a conduct review, and precedents from earlier cases provide context for the range of possible outcomes.

Jim Irsay, the late Indianapolis Colts owner, was suspended for six games and fined $500,000 after pleading guilty to driving while impaired in 2014. That case established that owners are not shielded from discipline by their position.

Robert Kraft, owner of the New England Patriots, was investigated but not punished after his arrest in Florida in 2019 in connection with an alleged encounter at a massage parlor. Those charges were ultimately dropped after a court ruled that police had violated the rights of the individuals involved by secretly recording inside the facility.

The 49ers’ position

49ers head coach Kyle Shanahan said York’s arrest would have no effect on the team heading into the 2026 season. York has been the team’s chief executive officer since 2008 and has been the majority owner since 2024.

York filed for divorce from his wife, Danielle, in May, according to court records. He has spent most of the summer in Ohio, where he grew up near Youngstown.

What comes next

Goodell’s statement positions the league as conducting a process rather than having reached a conclusion. Conduct policy reviews for owners have historically taken weeks to months before a determination is announced. The range of possible outcomes includes fines, suspensions of varying lengths, or no additional punishment.

The misdemeanor plea and the relatively modest legal consequences, one day served and $1,150 in fines, do not predetermine the NFL‘s response. The league has imposed sanctions in excess of criminal outcomes in previous cases, and it has also declined to add penalties in others.
