The Trump administration moved on Wednesday to tighten its economic grip on Iran, announcing a new round of sanctions aimed directly at a recently created Iranian agency that has been charging ships significant fees to pass through the Strait of Hormuz, one of the most strategically critical waterways on the planet.

The penalties target Iran’s Persian Gulf Strait Authority along with any individual or entity found to be cooperating with it. The agency, which Iran announced earlier this month, requires vessels to seek approval before transiting the strait and charges tolls that can reach as high as two million dollars per ship. Iran’s Revolutionary Guard has backed the effort, warning that vessels deviating from a designated corridor face serious risks.

A waterway that powers the world

The Strait of Hormuz is not an abstraction. Roughly a fifth of the world’s oil and natural gas passes through it under normal circumstances, making any disruption there a problem that radiates outward through global energy markets almost immediately. Since Iran began restricting passage through the strait earlier this year, prices for oil, gas and related products have spiked significantly. Analysts suggest that even after the waterway reopens, it could take weeks or months for shipping patterns and energy prices to fully stabilize.

The economic consequences have created political pressure for the Trump administration at home, with midterm congressional elections approaching and Republicans facing scrutiny over rising energy costs tied to the ongoing conflict.

Sanctions alongside military action

Wednesday’s announcement did not arrive in isolation. It followed US military strikes on an Iranian facility earlier in the day, carried out after American forces downed Iranian attack drones. The combination of economic penalties and military action reflects a dual-track strategy Washington has been pursuing since the war began on February 28, when US and Israeli forces launched coordinated operations against Iran.

The US has also maintained a blockade of Iranian ports for more than a month, with the administration making clear it intends to keep that pressure in place until a formal agreement is reached. The new sanctions represent another layer in what officials have described as a sustained campaign of economic force designed to bring Iran’s leadership to the negotiating table.

Negotiations ongoing amid escalation

Despite the military exchanges and escalating sanctions, both sides have been engaged in active diplomacy. Officials on both ends describe the talks as the most intensive in years, focused on ending the conflict and establishing a longer-term framework for relations between the two countries.

The administration has suggested a deal may be close, though significant gaps remain. The latest military strikes are likely to complicate that timeline, adding friction to what was already a delicate negotiating environment. The administration has repeatedly warned that military operations would resume if talks collapse, though it has also pulled back from that language on several occasions in recent months.

What the sanctions actually do

By targeting the Persian Gulf Strait Authority directly, the US is attempting to make cooperation with Iran’s toll scheme legally and financially toxic for any company or government that might otherwise consider paying the fees to secure safe passage. The goal is to undermine the agency’s ability to generate revenue and to signal to international shipping interests that Washington views the tolls as illegitimate extortion rather than a sovereign regulatory measure.

Iran has framed its oversight of the strait as a matter of national security and sovereign authority over waters it considers within its sphere of influence. The US and its allies have rejected that framing entirely, arguing that the strait is an international waterway and that imposing tolls on global commerce amounts to economic coercion with worldwide consequences.
